kāmātmānaḥ svarga-parā janma-karma-phala-pradām kriyā-viśheṣha-bahulāṁ bhogaiśhvarya-gatiṁ prati
Translation
The undiscriminating ones, who are full of desires and intent on heaven as the highest aim of life, are attached to elaborate rituals for attaining pleasures and power.
Interpretation
These are people whose highest aspiration is material enjoyment, even if in a celestial form. They perform elaborate rituals (kriyā-viśheṣha-bahulāṁ) not for liberation but for power and pleasure. Krishna does not condemn rituals themselves — only the orientation that stops short of liberation.
