chātur-varṇyaṁ mayā sṛṣṭaṁ guṇa-karma-vibhāgaśhaḥ tasya kartāram api māṁ viddhy akartāram avyayam
Translation
According to the three modes of material nature and the work associated with them, the four divisions of human society are created by Me. And although I am the creator of this system, you should know that I am yet the non-doer, being unchangeable.
Interpretation
The fourfold social order (Brahmins/teachers, Kshatriyas/warriors, Vaishyas/merchants, Shudras/laborers) was created by Krishna according to the natural combinations of gunas and abilities — not by birth alone. Yet even as creator, Krishna remains the non-doer ('akartāram'). The creator is not bound by his creation.
