2.33
अथ चेत्त्वमिमं धर्म्यं संग्रामं न करिष्यसि | ततः स्वधर्मं कीर्तिं च हित्वा पापमवाप्स्यसि ||३३||
atha chet tvam imaṁ dharmyaṁ saṅgrāmaṁ na kariṣhyasi tataḥ sva-dharmaṁ kīrtiṁ cha hitvā pāpam avāpsyasi
Translation
But if you do not perform your religious duty of fighting, then you will certainly incur sins for neglecting your duties and thus lose your reputation as a fighter.
Interpretation
The consequences of refusing battle are clearly stated: loss of sva-dharma (one's essential nature and duty), loss of reputation (kirti), and the accrual of sin. Inaction is not sinless — it too carries consequences. Arjuna's choice to not fight is not neutral; it is a specific action (the action of not acting) with specific consequences.
