17.22

अदेशकाले यद्दानमपात्रेभ्यश्च दीयते | असत्कृतमवज्ञातं तत्तामसमुदाहृतम् ||

adeśa-kāle yad dānam apātrebhyaś ca dīyate asat-kṛtam avajñātaṁ tat tāmasam udāhṛtam

Translation

Charity given at a wrong place and time, to unworthy persons, without respect and with contempt — that is declared to be tamasic.

Interpretation

Tamasic dana: given at the wrong place and time (where it cannot help or will cause harm), to unworthy recipients (those who will misuse it — supporting addiction, enabling harm), without honor or respect (asatkritam — without proper regard), and with contempt for the recipient (avajnatam — looking down on the person being given to). Giving that demeans the recipient is no giving at all — it is a display of superiority. Giving that harms by enabling destructive behavior is not generosity but negligence. Right giving requires wisdom about what truly helps.
